John Kelly, CQI associate director of external affairs, will speak on performance management in the NHS at the third annual public sector performance management conference, organised by UNICOM.

The event will take place in London on 23 February at the Kensington Close Hotel, London and CQI members can receive a 20% discount on the booking fee.

About the conference

The public sector is under increasing pressure to deliver more for less – delivering and demonstrating better value and improving performance is at the core of this. In order to do so, organisations need to agree on strategic priorities, collect meaningful performance indicators, and manage what matters to achieve better results.

The problem is that many performance measurement and reporting regimes currently in place are not delivering the full benefits. Instead of improved performance, the application of these tools often leads to frustration and even dysfunctional behaviours. In many organisations performance management is causing fear, anxiety, a lot of additional work and often counter-productive behaviours.

This conference is designed to open people’s eyes to the main pitfalls of incorrectly applied performance management tools and provide them with practical tools and guidance to overcome such pitfalls.

The title of John Kelly’s talk is: Why command and control is a prescription for failure. John will consider that if the NHS were a commercial business, its annual budget of more than £100bn would place it in the top 50 on the Fortune 500. However, he believes it is managed and organised in a grotesque parody of the long-discredited agglomerate model. Performance measurement against the wrong targets is adding to the waste.

John will argue that only root and branch reform will lead to sustainable improvements in the way the work gets done and money gets spent.
